Between 12–15 June 2023, PRIF consultants Rhys Gwilliam and Mikael Gartner visited the Federated States of Micronesia (FSM) to discuss initial review findings and seek stakeholders' views on potential approaches to developing an FSM-wide building code. Over 50 participants from government, utilities, and the private sector attended the consultations, including representatives from Chuuk, Kosrae, Pohnpei, and Yap.
Carlson Apis, on behalf of the FSM's Acting Secretary of the Department of Transportation, Communications and Infrastructure, stated in his opening remarks: "The importance of creating a building code in the FSM cannot be overstated. It is a fundamental step towards ensuring our nation's safety, sustainability, and economic prosperity. By implementing clear guidelines and standards, we protect lives, preserve our natural environment, stimulate economic growth, and foster architectural innovation."
Findings from the workshop will inform recommendations and proposed amendments to the model codes based on the international building code (IBC).
In 2022, PRIF supported the FSM government to conduct a legal review of building code-related laws, acts, bills, regulations, and agreements at national and state levels, and helped establish an FSM building code working group.
