Water and sanitation, particularly for rural areas, have been absent from high level planning in Vanuatu for some time. Sanitation especially has particularly been neglected. Government agencies responsible for water supply planning and implementation face resource constraints in terms of both skilled staff and budget.
The sector depends on the timely adoption of the National Water Resource Strategy to give legal status to the country's peak water body, encourage cross-sectoral coordination and spur the formation of the Department of Water.
