Failure to manage and maintain existing infrastructure assets in Pacific island countries has resulted in large infrastructure debt. Lack of preventative maintenance is also costly in the financial sense.  However, it is well known that preventative maintenance provides a better financial return than investment in new infrastructure. Maintenance is being avoided in the "build-neglect-rebuild" paradigm. 

The report identifies steps that Pacific island governments, infrastructure service providers, and development partners can take to address the barriers to sound infrastructure asset management.
