Short Term Technical Assistance to the Tonga Energy Road Map Implementation Unit (TERM-IU)

The 2010-2020 Tonga Energy Roadmap (TERM) is 10 year plan to reduce the country's vulnerability to oil price shocks and achieve an increase in quality access to modern energy services in an environmentally sustainable manner, In accordance with the roadmap, in 2011 the Government of Tonga established a TERM Implementation Unit (TERM-IU) that is currently headed by a Director that reports directly to the TERM Committee (TERM-C). 
 
In consultation with the TERM-IU Director, PIAC will recruit a team of two national/international consultants to support the functioning of the TERM-IU for a period of six (6) months: an international Institutional Advisor and a national Operations Officer. They will report to the Director of the TERM-IU. Both positions are full-time role based in Nuku’alofa, Tonga.  

The Operations Officer is to provide high-level secretarial expertise (including complex coordination; liaison including with senior officials and development partners; preparation of minutes, correspondence and other written materials; and technological proficiency in preparation and formatting of documents, spreadsheets, diagrams, and databases); budget management; procurement; and office management.

An Institutional Advisor will be recruited by PIAC to provide key support to the Director in carrying out key tasks and in the day-to-day running of the Unit, including supervision of other core staff and technical consultants. Among a range of other responsibilities, the Institutional Advisor will develop an operational strategy and a two-year workplan based on the tasks of the IU.
